energy use breakdown and energy trends are measured and energy costs
are accounted for. Monitoring energy can be carried out on a variety of
different levels. The most basic form occurs when monthly energy accounts
are noted.
On
a much more sophisticated level, energy use and costs are related
to output. Energy Use Indices such as kWh/tonne of product or kWh/m2
of building space can provide meaningful performance indicators.
This form of monitoring energy allows decisions to be made to enhance performance.
This level of monitoring energy can also be used to compare internal variations
in energy consumption, assess performance against external or national
trends, and monitor the performance of hospitals, schools, office
buildings and industrial plants over a period of time. Regular trending
such as weekly or monthly analysis of energy accounts and consumption
patterns provides improved information. Accuracy and interpretation
of data become important issues at this level of monitoring.

Energy Targeting
This is a procedure whereby benchmarks and energy performance goals
are set for the various energy systems in an organisation.
Targeting should be a dynamic process in which continued monitoring
acts as an input to the fine-tuning of long-term goals. These targets
must be realistic and achievable taking into account the likely
savings form improvements in 'general housekeeping', maintenance
and other efficiency methods. Acceptable energy consumption levels
should be periodically reviewed and, if justified, new levels should
be established.
